Policy on Streamlining and Process Improvement of NWRB’s Frontline Services in Compliance With R.A. 11032, As Revised 2022

ln the pursuit of NWRB's continual improvement on the processes of the frontline services aligned with Republic Act No. 11032, otherwise known as "Ease of Doing Business and Efficient Government Service Delivery Act of 2018" the proposed policy intends to revise NWRB Board Resolution No. 15-0719 which was issued on 31 July 2019 that initially adapted the reduction of processing time, transaction cost and the number of required documents, and the measurement of the client/citizen satisfaction level to assess the effectiveness of the process improvements.

The revised streamlining and process improvement of NWRB’s frontline services are as follows:

For processes (qualified for Highly Technical Multiple Stage Process) applicable to energy-related projects, the timeframe provided under Section 13 (g) of RA 11234 (EVOSS ACT) for NWRB is sixty (60) calendar days. For Resolution of Petitions and Cases, Article 88 of PD 1067 (Water Code of the Philippines), the Implementing Rules and Regulation of the Water Code of the Philippines, the Rules on Pleadings, Practice and Procedure before the NWRB, and Revised Rules of Court should be followed.

The filing of a verified protest or formal opposition against an application for Water Permit or application for a Certificate of Public Convenience (CPC) and other related applications shall suspend the applicable running period in the processing of the applications as provided in this Resolution.

As a general rule, NWRB shall not accept any application with deficient or incomplete documentary requirements. However, if during evaluation a deficiency or inconsistency has been discovered which can be rectified, the processing period shall be suspended upon due notification to the applicant. In such a case, the processing time shall only commence once the applicant has rectified the deficiency and manifested such compliance.
