What is a Certificate of Public Convenience (CPC)?
  • A CPC is a formal written authority issued to a water utility operator to operate and maintain water supply system, charge rates and provide water supply service.
Who are required to apply for CPC?
  • All water service providers maintaining and operating a water supply system.

What are the benefits derived from having a CPC?
  • Recovery of investment, assured operational viability, and relief from unwarranted interferences.

Can other entities like LGU’s apply for a CPC?
  • Yes, LGU’s may apply for a CPC. The Public Service Law provides that government operated utilities shall be regulated in the same way as privately operated utilities

How can we apply for CPC?
  • Applicants may apply personally at the NWRB Office, or send thru mail the complete requirements with the signed and notarized application form and a filing fee of Ten Thousand Pesos (P10,000.00). All checks must be made payable to the “National Water Resources Board”.
Where can we find the forms for CPC application?
  • The forms for CPC Application are downloadable from the NWRB website: nwrb.gov.ph

Where do I have my water tested?
  • Water quality analysis (bacteriological. physical and chemical) should be done by DOH accredited testing laboratories.
How about the Certificate of Potability?
  • The Certificate of Potability is issued by the City/Municipal Health Officer where the water source is located.
Can a CPC grantee apply for rate increase even before the expiration of their CPC?
  • Yes, CPC grantees may file application for rate increase/adjustment anytime, should there exist reasonable ground, to make their waterworks system viable especially those operators who are experiencing losses.
Are condominiums required to apply for a CPC?
  • All condominiums operating as water utilities should apply for CPC, especially those charging unit owners or tenants with water charges.
What is the status of our CPC application?
  • Follow-up on the status of CPC application can be done thru phone or mail indicating the name of Applicant, service area, nature of application and Case Number; addressed to:

Complaints on water service provider
  • Letter complaints against water service providers can be filed directly at NWRB Office or thru mail indicating the name of water service provider, service area (with the name and the address of the complainant), with the issue or particular concern/s of the complaint clearly stated, addressed to:

  • The Financial Projections format is accessible and downloadable from the NWRB website: nwrb.gov.ph
Where can we find the forms for Annual report, Audit Certificate and Affidavit of Manager?
  • The Annual Report Form, Audit Certificate and Affidavit of Manager may be accessed and downloaded from the NWRB website: nwrb.gov.ph
Where can we pay the Supervision and Regulation Fee (SRF)?
  • The Supervision and Regulation Fee (SRF) can be paid directly at NWRB Office or thru any UCPB branches. All checks must be made payable to the “National Water Resources Board”.
