NWRB Resolution No. 18-0118 issued during the 174th meeting of the Board held on January 24, 2018 provides the grounds for the cancellation of water permits due to none-use in support to Article 29 and Section 15 of the Implementing Rules and Regulations (IRR) of the Water Code of the Philippines and the exceptions thereto.
Pursuant to NWRB Res. No. 26-0817 issued during the 169th meeting of the Board held on August 23, 2017, water permit applications for Levels I and II water system services, refilling stations and projects with irrigation service area of less than 300 hectares shall no longer be required to submit CNC and neither would it be a condition in the Conditional Water Permit/Water Permit.
NWRB Res. No. 27-0817 was issued during the 169th meeting of the Board held on August 23, 2017 that sets the guidelines for the smooth implementation of the ID system and for proper identification of NWRB’s deputized agents in the field.
NWRB Resolution No. 34-0318 clarifies the status of the deputation of NIA which became ambiguous with the issuance of NWRB Res. No. 03-0414 on April 23, 2014 that denied the request for deputation of water districts and likewise revoked/cancelled previously issued deputation of other agencies while retaining the deputation of the DPWH and the DENR.




The National Water Resources Board (NWRB) was vested the power to control and regulate the utilization, exploitation, development, conservation and protection of all water resources of the country based on Presidential Decree No. 1067 or the Water Code of the Philippines. To carry out its functions, the NWRB is responsible to account the overall water availability of the country and is tasked to regulate and allocate the utilization of this resource.

Article 10 of P.D. 1067 defines the use of water for domestic purposes as the utilization of water for drinking, washing, bathing, cooking or other household needs, home gardens, and watering of lawns or domestic animals. Under Section 11 of the Implementing Rules and Regulations (IRR) of the Water Code of the Philippines, states that “households using a water source for single household purpose shall register the same with the Board. The Board may impose a reasonable amount for such registration”. Also, under Section 2, it clarifies that appropriation of water for any purpose stated under section 1, except for “purely domestic purpose”, provided that such use shall be registered with the Board. “Purely domestic purpose”, as used in these rules is defined as the use of not more than 250 liters/capita/day of water by a single household.

As world population is constantly growing, the demand of water increases each and every day. The luxuries of domestic uses of water have become a necessity to people in their homes and backyards. At present, extraction of water in some areas of the country has exceeded the allowable extraction rate or safe yield in the utilization of groundwater. This scenario results to the deterioration of water quality as well as saline intrusion in coastal areas.

Since the enactment of the Water Code of the Philippines in 1976, a number of domestic water users have already registered with the NWRB, however, not all domestic water users were informed and notified of the need to register their wells. Thus, the NWRB recognized that groundwater is not properly accounted because of the huge number of illegal users of groundwater that failed to register from NWRB.

Consequently, to come up with a more realistic assessment of groundwater availability, the NWRB shall require all domestic water users to register with the Board. Through this registration, the amount of surface and underground water being utilized as well as water extraction can be quantified for effective planning and policy recommendations.

Proposed Policy Guidelines:

    1. All existing wells for single family domestic use shall be registered with the NWRB. However, Levels 1 and 2 water supply systems are required to apply for a water permit.

            Definition of Level of Service (as per NEDA Board Resolution No. 12 Series of 1995):

        1. Level I (point source) - a protected well or a developed spring with an outlet but without a distribution system, generally adaptable for rural areas where the houses are thinly scattered. A Level I facility normally serves an average of 15 households.

        2. Level II (communal faucet system or standposts) - a system composed of a source, a reservoir, a piped distribution network, and communal faucets. Usually, one faucet serves 4 to 6 households. Generally suitable for rural and urban fringe areas where houses are clustered densely to justify a simple piped system.

        3. Level III (waterworks system or individual house connections) - a system with a source, a reservoir, a piped distribution network and household taps. It is generally suited for densely populated urban areas.

    2. All owners of previously registered single family domestic wells are required to update the NWRB if the same is still existing and being utilized.

    3. The existing registration fee of Php 100.00 for single family domestic use shall be waived during the one (1) month mass registration period of each area. However, after said period, the existing registration fee will apply to all single family domestic well users who will register their wells at NWRB.

    4. The NWRB, in coordination with the Local Government Units (LGUs) in the area shall conduct an extensive IEC to notify all existing single family domestic users of the registration.

    5. The NWRB shall collaborate with the Department of Interior & Local Government (DILG) through the LGUs for the identification of all single family domestic water users in their area.

    6. Implementation will be conducted in phases. First phase will be for the nine (9) critical areas identified in the JICA Master Plan Study (1998) for a duration of two (2) years. Other areas will be covered for the succeeding phases.

Mechanisms for registration:

    1. The NWRB shall conduct coordination meeting with the Office of the Mayor regarding registration of single family domestic water users and IEC of the same.

    2. The NWRB will then conduct IEC pertaining onsite registration with the barangay officials for the dissemination of the registration and accomplishment of the NWRB Registration Form. The NWRB staff shall assist the barangay officials in the conduct of the survey.  

    3. All identified single family domestic water users in the area shall be required to accomplish the NWRB Registration Form (hereto attached).

    4. All accomplished registration forms of single family domestic water users shall be collected by the NWRB for the establishment of a database for domestic water users.

    5. After the duration of the mass registration, late registrants shall register directly at the NWRB main office.
