Kick-off Meeting for the Korea International Cooperation Agency (KOICA)-assisted project on the “Establishment of an Integrated 3D GIS-Based Water Resources Management Information System in the Provinces of Pampanga and Bulacan” held on March 13, 2014 at the Luxent Hotel in Quezon City

OPENING REMARKS:
Welcome to the Kick-off meeting on the project “Establishment of an Integrated 3D GIS-Based Water Resources Management Information System in the Provinces of Pampanga and Bulacan.”  This project will be implemented by the NWRB with the technical and financial support by the Government of Korea through KOICA.  In this project, we will be witnessing the realization of several years of discussion between NWRB and KOICA in coming up with an undertaking that will support the IWRM of Pampanga River Basin consistent with the Philippine Development Plan 2011-2016 that promotes the adoption of IWRM in the sector towards information and data sharing.
The main objective of the project is to establish an integrated water resource information system using GIS and remote sensing technology as a decision support tool for science-based or evidence-based water allocation and water resource assessment and for an improved water resources planning and management and balancing decisions.  Likewise, this can also contribute to a strengthened relationship between the Republic of the Phil and the Republic of Korea using geo-spatial technology in the management of our water resources.  
In selecting the project areas of Pampanga and Bulacan, the presence of Angat Dam has been a great consideration because this structure is very important in the management of the allocation of water in terms of irrigation of farmlands in the said provinces and the water supply for Metro Manila.  Of course, management of this dam during extreme rainfall event is also very important in preparing downstream communities in minimizing the negative impacts that may be caused by flooding.  
We believe that this project is very timely and we expect that in the next 2 years, we will have an improved water resources planning and management and science-based decision making using the state of the art technologies with the support of our Korean partners.  With the support also of our local partners here in the Philippines, we are looking forward to a stronger cooperation and active participation in the full duration of the project in order for us to have a successful implementation of this very important endeavour.
